Ports and terminals run around the clock. Trucks flow in and out, drivers and visitors report at the gate, quays and storage yards stretch over hundreds of metres and the boundary between public area and restricted zone is not always sharp. Unauthorised access, cargo theft, stowaways, aggression at the gate and late-hour incidents are part of the risk profile of any port or maritime terminal.

Kilic Security is a Dutch security company based in Amsterdam and delivers port and terminal security across the Netherlands: container terminals, stevedoring companies, bulk and breakbulk operators, warehousing on the waterfront and industrial sites along the quay. You get a dedicated crew with a team lead who knows your terminal: the gate procedure, the truck check-in process, the route along quay and storage, your closing rounds and your incident protocol. The gate is the face of your terminal. Our port officers handle ID and document checks, support truck check-in and licence plate registration, keep the queue calm and handle refusals or exceptions according to your procedure. All our port officers hold the Dutch ND security diploma and a valid BV pass, with additional training in first response, first aid and aggression handling.

Why ports need specialist security

A port terminal is not a business park with one barrier. Your site is large, often with several gates for trucks, staff and visitors, and with the quay and waterline as open flanks. There is movement 24 hours a day: containers coming and going, ships loading and discharging, drivers in the queue, forwarders and customs inspections. The risk profile ranges from unauthorised access and cargo theft to stowaways, sabotage and incidents with drivers at the gate.

That calls for port officers who watch more than the barrier. They verify ID, transport documents and licence plates at the gate, spot deviating behaviour around quay and storage, keep the flow calm under pressure and handle an incident without stopping the operation. Kilic Security supplies dedicated crews that do this work every day, from a single gate on a single terminal to multiple sites under one contract.

The gate and the quay are where risk shows first. Our port officers are visible at the gate, check drivers and visitors according to your procedure and carry out mobile surveillance across the terminal and along the quay. Outside peak hours we keep your terminal in view via CCTV and mobile patrols, with 24/7 alarm response from our own control room.

Per terminal or port site: which security fits

No two port sites are the same. A container terminal handles different flows from a bulk terminal, waterfront warehousing carries different risks from an offshore supply base. We work for clients across most of the port sector and tailor staffing, procedures and conduct of our officers to your terminal:

  • Container terminals and stevedores: gate control, truck check-in support, licence plate recognition and rounds through the stack area and along the quay
  • Bulk and breakbulk terminals: access control for drivers and contractors, oversight of loading and discharging and closing rounds across large sites
  • Warehousing and distribution on the waterfront: gate and reception staffing, forwarder and visitor registration, oversight of loading docks and outdoor storage
  • Offshore supply bases and shipyards: access control for crew and contractors, oversight of equipment storage and coordination with yard and project management
  • Ferry and cruise support: passenger and visitor flows on the landside, support at pre-boarding zones and quayside coordination in consultation with the operator
  • Industrial sites along the quay: gate and reception staffing, CCTV monitoring, mobile surveillance and 24/7 alarm response for tank, chemical and production locations

Your PFSO role, the drafting and certification of your ISPS security plan, harbour master duties, the authority of Customs and the Seaport Police, ADR-certified transport and towage or vessel services remain with your own organisation or specialised parties. Everything around them (visible port officers, gate and truck control, mobile surveillance, CCTV monitoring, closing rounds and 24/7 alarm response) is what we deliver on the operational side.

Dedicated crew per terminal, also at peak hours

For a single terminal or port site we assign the same crew and team lead to your location. They know your gate procedure, your truck check-in, your closing rounds and your duty contact. During peak moments (a vessel call, seasonal pressure, a shortfall in your own staffing) we scale up from within the same team, not from a floating pool.

Operational support for your PFSO and security plan

As terminal manager, operations manager or PFSO you want an operational security partner that simply runs your plan and does not improvise around it. At Kilic Security you get one dedicated point of contact from the intake: someone who walks the terminal with you and works through gate posting, CCTV coverage of quay and storage, alignment with your truck check-in and the protocol for gate incidents and unauthorised access. We deliver the security element that fits your internal procedures and the requirements set by your terminal operator, port authority and insurer.

Responsibility for your ISPS security plan, your PFSO role and its certification stays with your own organisation. We are not an ISPS certifying body. Our port officers carry out the posts and procedures that your plan prescribes, report digitally and make sure hand-over to the next shift and to your operations is complete.
