A dedicated officer who knows your site and your protocol

A consulate where applicants come in for passports, ID cards or visas every day. A town hall where the civil affairs counter peaks in summer. An ambassador's residence with a tight protocol calendar. Public and government sites are open by nature, but the visitor flow brings tension: stressed applicants, aggression at the counter, unwanted visitors or a raised threat level at a diplomatic post.

Kilic Security is a Dutch security company based in Amsterdam and delivers security for embassies, consulates, residences, passport, ID and visa issuance sites, town halls and municipal public counters. You get a dedicated crew with a team lead who knows your site: your gate and access procedure, your visitor registration, the layout of waiting area and counters, your aggression protocol and your escalation lines to the duty officer, the police or the Royal Netherlands Marechaussee. We deliver the operational security work. Your protocol, your mandate and your final responsibility stay with your own organisation.

Static guarding, calm and visible

At embassies, consulates and residences we deliver static guarding at gate and reception, visitor registration, oversight of the waiting area and discreet presence during protocol receptions. Our officers work to your security plan and align with your own security officer and where needed with the police or DKDB. All our officers hold the Dutch ND security diploma and a valid BV pass, with additional training in first response, first aid and aggression handling.

Why government and public sites need specialist security

An embassy or town hall is not an office with a regular reception. The site has to remain accessible to citizens and applicants and at the same time stay controlled and safe for staff and sensitive documents. Visitors often arrive in sensitive situations: a refused visa, a pending application, an appeal, a lost or emergency passport. That combination regularly leads to aggression at the counter, unwanted behaviour in the waiting area or an attempt at unauthorised access.

Diplomatic posts also carry their own threat profile. Protests outside an embassy, targeted incidents or protocol visits call for an officer who stays calm and visible, aligns with agreements with the police or DKDB and works cleanly with the mission's own security attaché or security officer. Kilic Security supplies dedicated crews that do this work every day, from a single post at one mission to multiple municipal sites under one contract.

Visible at the entrance, calm at the counter

The entrance, the waiting area and the counter are where tension shows first. Our officers are visible at the entrance, check visitors and applicants according to your procedure, keep the waiting area orderly and support your staff at difficult conversations at the counter. Outside opening hours we keep your site in view via CCTV and mobile surveillance, with 24/7 alarm response from our own control room.

Which type of government or public client

No two government or public sites are the same. An embassy runs different procedures from a town hall, a consular issuance site handles different peaks from a social affairs office. We work for clients across most of the government and public sector and tailor staffing, dress, conduct and protocol of our officers to your site:

  • Embassies and consulates: static guarding at gate and reception, visitor registration, oversight of the waiting area and coordination with your own security officer and where needed police or DKDB
  • Residences of the head of mission: discreet static guarding, reception during protocol receptions and evening or night staffing
  • Passport, ID and visa issuance sites: checks on applicants and visitors, oversight of the waiting area, counter support during refusals and aggression and discretion around identity and travel documents
  • Town halls and civil affairs offices: reception, access control, visitor registration and counter support during busy periods such as holiday season and elections
  • Social affairs offices, district offices and Werkplein sites: visible presence, de-escalation during applicant conversations and support for staff in difficult counter situations
  • Central government and semi-public offices: reception and access services, visitor registration, CCTV monitoring and 24/7 alarm response

Enforcement powers (BOA), enforcement under local by-laws (APV), city street supervision, youth nuisance in public space, criminal investigation and the police or Marechaussee mandate stay with those authorities. We are not enforcement officers and do not work at street level; our role is static and reception security on and directly around the building or site.

Dedicated crew per site, discreet with visitors

For a single mission, a single town hall or a single issuance site we assign the same crew and team lead to your location. They know your protocol, your counter layout, your aggression procedure and your duty contact. During peaks (visa season, the spring passport peak, protocol visits) we scale up from within the same team, not from a floating pool.

Aligned with your protocol and cooperation with police or Marechaussee

As security officer, head of operations or municipal secretary you want an operational security partner that simply runs your protocol and does not improvise around it. At Kilic Security you get one dedicated point of contact from the intake: someone who walks the site with you and works through gate posting, CCTV coverage of waiting area and counter, alignment with your visitor registration and the protocol for aggression, threat notifications and unauthorised access. We deliver the security element that fits your internal procedures and the requirements set by your ministry, parent organisation or municipal council.

Responsibility for your security plan, your mandate, your contact with the police and where relevant the Royal Netherlands Marechaussee stays with your own organisation. Our officers carry out the posts and procedures that your plan prescribes, report digitally and make sure hand-over to the next shift and to your duty officer is complete. Several municipal sites or several posts of the same mission? Then we hold one reporting line and one set of procedures across all your locations, with a team lead per site and one central point of contact above the operation.

One point of control across all your government sites

Working with several municipal sites, several consular posts or a national portfolio? We hold coordination in one hand: one point of contact, one reporting line and one set of procedures that fits your own security plan and the requirements of your ministry or parent organisation. Duty desk reachable 24/7.
